H-2 temporary lower-skilled workers are one of the largest groups of temporary foreign workers in the country. While not all temporary workers are trafficked, cases involving lower-skilled H-2 visa workers constitute some of the largest-ever criminal and civil human trafficking cases in U.S. history.
